One of the best features of this new resource is a chart that lays out a range of local ownership models that communities can consider.

Each involves different levels of participation from a town, customers, heat producers who might want to contribute to the network, and private companies that can help to develop, design, finance, construct, operate, and/or maintain a system as needed.

The guide also describes several ways that communities often finance shared infrastructure that also apply to Thermal Energy Networks.
